Tuesday: CPI, Industrial Production, Homebuilder Confidence
And the Q2 GDP forecasts are lowered again following the weaker than expected retail sales report ...

RBS lowered its forecast for the nation's economic growth rate in the second quarter to a weak 0.5% from 0.8%Steve Lisman via CNBC:
[W]e just calculated using about eight estimates that have been changed today. The current GDP forecast for the second quarter, it's now below 1% ... 0.9%. it should actually be a bit lower in there because one guy in there, UBS, up there 1.12%, that's the prior, and that is now down below 1, with the low being 0.3%Tuesday:
• At 8:30 AM ET, the Consumer Price Index for June will be released. The consensus is for a 0.4% increase in CPI in June and for core CPI to increase 0.2%.
• At 9:15 AM, the Fed will release Industrial Production and Capacity Utilization for June. The consensus is for a 0.2% increase in Industrial Production, and for Capacity Utilization to increase to 77.7%.
• At 10:00 AM, the July NAHB homebuilder survey will be released. The consensus is for a reading of 52, the same as in June. Any number above 50 indicates that more builders view sales conditions as good than poor.
Weekly Update: Existing Home Inventory is up 18.1% year-to-date on July 15th

Weekly Update: One of key questions for 2013 is Will Housing inventory bottom this year?. Since this is a very important question, I'm tracking inventory weekly in 2013.
There is a clear seasonal pattern for inventory, with the low point for inventory in late December or early January, and then peaking in mid-to-late summer.
The Realtor (NAR) data is monthly and released with a lag (the most recent data was for May). However Ben at Housing Tracker (Department of Numbers) has provided me some weekly inventory data for the last several years. This is displayed on the graph below as a percentage change from the first week of the year (to normalize the data).
In 2010 (blue), inventory increased more than the normal seasonal pattern, and finished the year up 7%. However in 2011 and 2012, there was only a small increase in inventory early in the year, followed by a sharp decline for the rest of the year.

Note: the data is a little weird for early 2011 (spikes down briefly).
So far in 2013, inventory is up 18.1%, and I expect some further increases over the next month or two.
It now seems likely that inventory bottomed early this year.
It is important to remember that inventory is still very low, and is down 10.7% from the same week last year according to Housing Tracker. Once inventory starts to increase (more than seasonal), I expect price increases to slow.
Report: Home Listed For Sales up 4.3% in June from May, Down 7.3% year-over-year

The number of homes listed for sale increased by 4.3% in June to 1.9 million homes, the highest level in the last year, according to data released Monday by Realtor.com. ... Listings typically climb heading into the spring and summer, when housing activity hits a seasonal peak. But inventories appear to be posting larger-than-usual gains in many markets right now as they rise from their lowest levels in at least a decade. ...Note: Here is the realtor.com site (not updated with June data yet at posting time).
Nationally, the number of homes listed for sale stood 7.3% below their levels of one year earlier. The year-over-year decline stood at 18.6% in February, by contrast.

The question now is whether higher inventory will lead to higher sales volumes, and whether it will also slow the pace of home-price gains.

Last month, the NAR reported inventory was down 10.1% from May 2012. That was the smallest year-over-year (YoY) decrease since 2011, and it appears the YoY decrease will be in single digits for June (the NAR reports June sales and inventory next Monday). Tom Lawler's initial estimate is that the NAR will report a 6.3% YoY decline in inventory in June.
My guess is the YoY change for inventory will probably turn positive in September and that inventory bottomed in early 2013.
FNC: House prices increased 4.0% year-over-year in May

In addition to Case-Shiller, CoreLogic, FHFA and LPS, I'm also watching the FNC, Zillow and several other house price indexes.
From FNC: FNC Index: Home Prices Continue to Rise Steadily; Up 0.5% in May
The latest FNC Residential Price Index™ (RPI) shows that U.S. home prices continue to steadily improve, climbing another 0.5% in May in conjunction with continued improvement in housing market fundamentals. Notably, the FNC RPI shows that the pace at which home prices are rising is rather modest, averaging 0.4% per month in the last six months. Similarly, the rate of annual price appreciation appears to be much slower and sustainable than reported by a number of other closely watched price indices.Note: This increase is partially seasonal. This year prices were up 0.5% in May (from April). Last year, in May 2012, prices were up 1.0% - so this is slower seasonal price appreciation this year.
... Based on recorded sales of non-distressed properties (existing and new homes) in the 100 largest metropolitan areas, the FNC 100-MSA composite index shows that May home prices rose from the previous month at a seasonally unadjusted rate of 0.5%. The two narrower indices (30-MSA and 10-MSA composites) recoded a 0.4% increase. On a year-over-year basis, home prices were up a modest 4.0% from a year ago.
The year-over-year change slowed in May, with the 100-MSA composite up 4.0% compared to May 2012. The FNC index turned positive on a year-over-year basis in July, 2012.

Even with the recent increase, the FNC composite 100 index is still off 28.3% from the peak.
Retail Sales increased 0.4% in June

On a monthly basis, retail sales increased 0.4% from May to June (seasonally adjusted), and sales were up 5.7% from June 2012. From the Census Bureau report:
The U.S. Census Bureau announced today that advance estimates of U.S. retail and food services sales for June, adjusted for seasonal variation and holiday and trading-day differences, but not for price changes, were $422.8 billion, an increase of 0.4 percent from the previous month, and 5.7 percent above June 2012.

Retail sales are up 27.5% from the bottom, and now 11.8% above the pre-recession peak (not inflation adjusted)
Retail sales ex-autos increased slightly. Retail sales ex-gasoline increased 0.3%.
Excluding gasoline, retail sales are up 24.6% from the bottom, and now 12.2% above the pre-recession peak (not inflation adjusted).
The second graph shows the year-over-year change in retail sales and food service (ex-gasoline) since 1993.Retail sales ex-gasoline increased by 5.9% on a YoY basis (5.7% for all retail sales).
This was below the consensus forecast of 0.8% increase in retail sales.

I strongly recommend listening to the Alphaville interview with Michael Pettis to understand why China is slowing down, and what will likely happen. Here is the podcast and some notes. My suggestion: Pay attention to Pettis - he has been very accurate on China.

Growth in China, the world's second-biggest economy after the U.S., has been slowing since 2007's peak, but that slowdown has accelerated recently. Gas prices are back on the rise and could increase by 10 to 15 cents a gallon over the next couple of weeks, analysts say.So the national average finally dipped below $3.50 per gallon, but gasoline prices have started increasing again.
The biggest culprit behind the anticipated surge is the price of crude oil, which approached $106 a barrel Friday. That's up from $97 on July 1. Each $1 increase typically turns into a 2.5-cent hike at the gas station. The average in California is hovering around $4 a gallon, up a few cents over the past week. But the national average reached $3.55 on Friday, seven cents more than a week earlier.
Unfortunately we are seeing more refinery problems and gasoline futures are up sharply. From the WSJ: Gasoline Futures Hit Four-Month High After Refinery Glitches
Gasoline futures shot to the highest level in nearly four months Friday, after a series of refinery glitches spurred concerns about the ready availability of fuel supplies.Oil prices were up this week, with WTI at $105.95 per barrel up from $93.69 three weeks ago, and Brent at $108.81, up from $100.91 three weeks ago.

Motiva Enterprises LLC on Wednesday shut a production unit at its Port Arthur refinery in Texas. ...
Separately, Phillips reported a production shutdown at its refinery in Ponca City, Okla., after a power outage. The refinery had resumed normal operations by Friday afternoon, a company spokesman said.
Refinery problems often boost gasoline-futures prices as traders rush to the futures market to cover potential shortfalls. If sustained, they can translate to higher prices at the pump.
WTI prices "surged" more than Brent, and the spread between WTI and Brent prices has almost closed. At one point Brent was selling for about 25% more than WTI (even though they are comparable quality). Now the difference is under 3% (and less than $3 per barrel).

Until the gap disappears completely, we still need to use Brent crude prices to forecast U.S. gasoline prices.
Using the calculator from Professor Hamilton, and the current price of Brent crude oil, the national average should be around $3.56 per gallon. That is close to the current level according to Gasbuddy.com, so even if we see a spike in gasoline prices - if crude oil prices stay at this level, and the refinery problems are resolved - gasoline will probably return to the current level.

Q2 GDP tracking 1.0%

Our tracking model now pegs 2Q GDP growth at just 1%, and we only get that high with some fairly generous bounce back assumed for some of the missing data. We don’t see anything fluky about this number: it is the third weak quarter in a row.From MarketWatch:
Barclays ... cut its second-quarter GDP trading estimate to 1.0% from 1.6% after the trade deficit widened in May. In a note to clients, Barclays blamed the larger-than-expected increase in imports in the month for the downward revision.J.P.Morgan also cut their Q2 forecast to 1.0% (from 2.0%).
This mid-year slowdown has been expected due to the significant drag from fiscal policy. Here is what I wrote in January: The Future's so Bright ...
The key short term risk is too much additional deficit reduction too quickly. There is a strong argument that the "fiscal agreement" might be a little too much with the current unemployment rate - my initial estimate was that Federal government austerity would subtract about 1.5 percentage points from growth in 2013 (Merrill Lynch estimate up to 2.0 percentage points including an estimate for the coming sequester agreement). This means another year of sluggish growth, even with an improved private sector (retail will be impacted by the payroll tax increase). But ex-austerity, we'd probably be looking at a decent year.Note: Fiscal policy is even more negative than I thought in January because I assumed some sort of agreement on limiting the sequestration budget cuts. The good news is the fiscal drag should start to diminish later this year.

The June FOMC forecast was for GDP to increase between 2.3% and 2.6% from Q4 2012 to Q4 2013.
The first quarter was below the FOMC projections (red), and it appears the second quarter will also be below the FOMC forecast.. Of course the Fed appears to be focusing mostly on employment to start tapering QE3 purchases, but they can't ignore other data (the advance estimate for Q2 GDP will be released July 1st, and the second estimate on August 29th).
Assuming a 1.0% growth rate in Q2, GDP would have to be at a 3.2% annual pace in the 2nd half to reach the FOMC's lower forecast (3.8% growth to reach the higher forecast). More likely the FOMC will revise down their forecasts in September.

LA Times: The Housing Rebound in Orange County

It takes time to ramp up, and it appears the home builders are getting ready for more sales in Orange County ... from Alejandro Lazo at the LA Times: O.C.'s Rancho Mission Viejo reflects rebound of housing market
New construction across the region has taken off this year. Builders began work on some 2,944 homes during the first three months of the year throughout Ventura, Los Angeles, Orange, Riverside and San Bernardino counties.
That's a 7% increase from the previous quarter and nearly double the pace from the 1,513 homes started during the first three months of 2012, according to Metrostudy.
... the "village" of Sendero in south Orange County offers a pristine view of the new building boom. ... The development — which will total about a thousand new homes on 690 acres when finished — shows the degree to which big builders are confident that real estate has stabilized.
Sendero is the first leg of a project that has been long in the works, called Rancho Mission Viejo. Developers expect 14,000 homes will go up in this massive, master-planned community over the next two decades.
...
Other big home developments are in the works. Luxury builder Toll Bros. last year snapped up a big chunk of land in south Orange County and is partnering with Shea Homes to construct more than 2,000 homes and apartments.
Building is underway on what will total 726 single-family homes and detached condominium units in Pavilion Park, the first part of the Great Park Neighborhoods development in Irvine.
